On public facing forms that we have for the public to fill out it currently only gives options to put requested times in the 24 hour clock.  Whether or not it's because they don't know how to use the 24 hour clock or because they are just choosing a time to complete the required field majority of the time the time is just 0600 and normally wrong.  On public facing forms we would like to use a 12 hour clock if possible.
